MINUTES OF REGULAR MONTHLY BOARD MEETING
Plymouth Town Board
Town of Plymouth, Hanover, Wisconsin
January 14, 2014

Members Present:  Chairperson Larry Harding, Supervisor Bill Orchard and Supervisor Sean Snyder
Members Absent:  None
Others Present:  Clerk Sue Douglas, Treasurer Tippy Phillips, Planning & Zoning Chairperson Brad Inman and 11 members of the public.

Meeting called to order by Chairperson Larry Harding at 7:10 p.m. at the Plymouth Town Hall, Hanover, Wisconsin.  The Pledge of Allegiance followed.
Notice of Meeting was properly posted.

1. Agenda for January 14, 2014 meeting
Motion by Orchard/Snyder to approve the agenda as presented.  The motion carried on a 3-0 voice vote.

2. Citizen Participation, Communications, and Announcements
Bill Redmer stated the Town Board should start a discussion on the Parkview School District referendum because residents cannot afford more property taxes.  Chairperson Harding stated he did not believe it was a Town Board issue but a topic for individual residents to address.
Rock County Sheriff Deputy attended and asked for citizen input or questions.  None were heard.

3. Approval of minutes of previous meeting
Susan Douglas, Clerk, presented the minutes from the December 10, 2013 monthly meeting.  Motion by Snyder/Orchard to approve the minutes of the December 10, 2013 monthly meeting as presented.  The motion carried on a 3-0 voice vote.

4. Town Treasurer’s financial statement
Tippy Phillips, Treasurer, explained the treasurer’s report ending December 31, 2013 with a Total Balance of
$ 76,341.24 for all accounts.  Motion by Harding/Snyder to approve the treasurer’s report as presented.  The motion carried on a 3-0 voice vote.

5. Planning & Zoning Commission: 
Chairperson Brad Inman stated Planning and Zoning did not meet in December.

6. Move To Amend-Norman Aulabaugh: 
Norman Aulabaugh who is working with the Move to Amend organization to pass town resolutions calling for the United States Constitution to be amended to overturn the Supreme Court Ruling known as “Citizens United” explained the organization’s position.  Norman asked the Town Board to consider passing a town resolution supporting this process to pursue such an amendment to the United States Constitution.  Several town residents spoke in support of such a resolution.

7. Unfinished Business for Discussion and Possible Action
Driveway Ordinance:  Chairperson Harding stated the Planning and Zoning Commission did not meet in December to begin work on a driveway ordinance.

8. New Business for Discussion and Possible Action
8.1. Resolution 2014-01 Requesting Action to Overturn the Citizens United Decision:  Moved by Orchard/Snyder to approve the Resolution 2014-01 Requesting Action to Overturn the Citizens United Decision.  The motion carried on a 3-0 voice vote.
8.2. Election Workers Wages:  Moved by Orchard/ Snyder to raise election workers’ hourly wage from $8.00 to $9.00 and the chief inspector’s hourly wage from $9.00 to $11.00.  The motion carried on a 3-0 voice vote.
8.3. Approval of Amended 2013 Town Budget:  Treasurer Tippy Phillips presented the final figures for the 2013 Town Budget reflecting the actual amounts as of December 31, 2013.   Motion by Orchard/Snyder to approve the 2013 finalized budget as presented.  Motion carried on a 3-0 voice vote
8.4. Approval of Amended 2014 Town Budget:  Treasurer Tippy Phillips presented the amended 2014 Town Budget reflecting the actual cash on hand.  Motion by Snyder/Orchard to approve the 2014 amended 2014 Town Budget.  Motion carried on a 3-0 voice vote.
8.5. Board of Review Training:  Chairperson Harding stated at least one member of the Board of Review will need to attend training in 2014 and the Wisconsin Towns Association is offering the training in March.  Chairperson Harding and Supervisor Snyder stated they would attend the training session held in Whitewater.  Supervisor Orchard will let the clerk know by the February Board meeting if he can attend.
8.6. Town Zoning Officer:  Chairperson Harding explained the new building inspector would prefer to have a zoning permit issued by a Town official before he issues a building permit and the new proposed Zoning Ordinance includes creating a zoning officer.  Chairperson Harding stated the Town needs an ordinance creating a zoning officer and zoning permit until the new zoning ordinance is approved and he will provide one for consideration at next month’s meeting. 

9. Supervisors’ Report
9.1. Ordinance Enforcement: Supervisor Snyder stated he has finalized and signed off on his paperwork for the Troy Suer ordinance violation.
9.2. Road Maintenance/Road Projects: Supervisor Orchard stated he talked to Bill Redmer about his complaint that a Rock County snowplow was going to fast on Plymouth Church Road and had damaged his fence. 

10. Clerk’s Report
10.1. February Primary Election:  Clerk Sue Douglas reported that the Town of Plymouth will not have a February Primary Election this year.
10.2. Newsletters to Residents:  Clerk Sue Douglas stated property tax owners received the December 2013 Town newsletter with their tax bills.  The December 2013 Town Newsletter and Dog License application will be sent this month to residents who are not property owners. 

11. Chairperson’s Report
11.1. Orfordville Fire District:  Chairperson Harding stated he had nothing new to report.

12. Approval and payment of bills
Motion by Snyder/Harding to approve the payment of all bills presented including Check #9162 through Check # 9183 for a total of $ 413,647.11.   The motion carried on a 3-0 voice vote.

13. Adjournment
Motion by Harding/Snyder to adjourn.  The motion carried on 3-0 voice vote.
