April 11, 2017

Board Members Present: Chairperson Dean Connell, Supervisor Kim Dooley and Supervisor Sean Snyder
Board Members Absent:  None
Others Present:  Clerk Susan Douglas, Treasurer Tippy Phillips, and 6 members of the public.  Notice of Meeting was properly posted. 

Meeting called to order by Chairperson Connell at 7:05 p.m. at the Plymouth Town Hall.  The Pledge of Allegiance followed.

1. Agenda for April 11, 2017 Meeting:  Snyder/Dooley moved and seconded to approve the agenda as presented.  Motion carried on a 3-0 voice vote.

2. Citizen Participation, Communications, and Announcements:

3. Approval of Minutes of Meetings: 
Snyder/Dooley moved and seconded to approve the minutes of the March 14, 2017 monthly meeting as presented.  Motion carried on a 3-0 voice vote.

4. Town Treasurer’s Financial Statement:
Tippy Phillips, Treasurer, explained the treasurer’s report ending March 31, 2017 with a Total Balance of $112,837.27 for all accounts.  Snyder/Dooley moved and seconded to approve the treasurer’s report as presented.  Motion carried on a 3-0 voice vote. 

5. Planning and Zoning Discussion and Possible Action
Report on March 28, 2017 Meeting:  Planning & Zoning Secretary Ann Redmer reported Travis Schuh attended the meeting in regards to building a structure without obtaining any permits.  The Committee discussed all of the violations with Mr. Schuh and his options.  Mr. Schuh will attend the next meeting.  Ann Redmer reported Roger and Peggy Nelson attended and they stated they were not running a business on their property on Plymouth Church Road.  They stated they allowed family and friends to have parties and wedding receptions on the farm but these were only personal events and not conducted for payment.

6. Oaths of Office:  Official Oaths of Office were given and signed by Sean Snyder, Chairperson; Bill Redmer, Supervisor 1; Kim Dooley, Supervisor 2; Susan Douglas, Clerk; Tippy Phillips, Treasurer.  All new terms for Town of Plymouth elected officials begin on April 18, 2017.

8.1. Dog Kennel License Renewals:  Snyder/Dooley moved and seconded to approve the renewal of the dog kennel license for Hillhaven Kennels owned by David and Janice Hill.  Motion carried on a 3-0 voice vote.  Snyder/Dooley moved and seconded to approve the renewal of the dog kennel license for Callie’s Kennels owned by Joseph and Rebecca Endrizzi.  Motion carried on a 3-0 voice vote. 
8.2. Ordinance Violation:  Travis Schuh:  Discussion was heard about the options presented to Mr. Schuh by the Planning and Zoning Committee on its March 28, 2017 meeting.  The Town Board will wait until after Mr. Schuh follows up with the Planning and Zoning Committee to determine if Town Board action is required.
8.3. Mowing Maple Grove Cemetery:  Dooley/Snyder moved and seconded to approve Jeff Rowley to mow the Maple Grove Cemetery at a rate of $200 for lawn mowing as needed and $190.00 for weed eating as needed.  Motion carried on a 3-0 voice vote.
8.4. Town Officials Workshop:  Wisconsin Towns Association is holding workshops for town officials.  Supervisor Dooley plans to attend on Wednesday, May 3, 2017 and new Chairperson Sean Snyder and Supervisor Bill Redmer will attend on Thursday, May 4, 2017.
8.5. Rock County Public Works Committee Meeting:  Supervisor Dooley will meet with the Rock County Publics Works Committee on Thursday, May 4, 2017 at 10:30 am to discuss road maintenance and possible projects.

9. Supervisors’ Report
9.1. Ordinance Enforcement: Supervisor Snyder reported a letter was sent to Jonathan and Susan Long on S County H for violation of the Plymouth Town Ordinance 1993-1, Health, Sanitation and Property Maintenance Ordinance.  He stated Mr. Long contacted him and they discussed the violation.  Supervisor Snyder plans to check if the condition of the property has improved.
9.2. Road Maintenance/Road Projects: Supervisor Kim Dooley stated she and Supervisor Snyder went with Jack Beggs to view the condition of  Plymouth town roads.  She distributed and explained a list of road work suggestions with estimated costs for the Town Board to review.  She will have an update at May’s Board meeting after she meets with the County Public Works Committee.

10. Clerk’s Report
10.1.  April 4, 2017 Spring Election:  Clerk Sue Douglas stated 244 residents voted on April 4, 2017.  She thanked the Duffy West, Dorothy Benedict, Peggy Nelson, and Wanda Damrow for serving as election inspectors.
10.2.  April 18, 2017 Town Annual Meeting:  Annual meeting is held on the third Tuesday in April which is April 18th this year and is a meeting for all town residents.
10.3.  Open Book and Board of Review:  The assessor will hold open book at the Town Hall on Tuesday, April 25, 2017 from 2- 4 p.m. and the Board of Review is scheduled for Thursday, May 18, 2017 from 4-6 p.m.

11. Chairperson’s Report 
Chairperson Connell reviewed the accomplishments of the Orfordville Fire Department. Chairperson Connell stated he enjoyed being on the Plymouth Town Board and working with its members.  He thanked everyone for their hard work.  Those in attendance thanked Dean for his service to the Town of Plymouth.

12. Approval and Payment of Bills
Snyder/Dooley moved and seconded to approve the payment of all bills presented which included Check #9913 through Check # 9944 for a total of $19,400.07. Motion carried on a
3-0 voice vote.

13. Adjournment
Snyder/Dooley moved and seconded to adjourn.  Motion carried on 3-0 voice vote.
