MINUTES OF REGULAR MONTHLY BOARD MEETING

Board Members Present: Chairperson Dean Connell, Supervisor Kim Dooley and Supervisor Sean Snyder
Board Members Absent: None
Others Present: Treasurer Tippy Phillips, Planning & Zoning Chairperson Brad Inman and 4 members of the public. Notice of Meeting was properly posted.
Treasurer Tippy Phillips took minutes on behalf of Clerk Sue Douglas who could not attend.
Meeting called to order by Chairperson Connell at 7:00 p.m. at the Plymouth Town Hall. The Pledge of Allegiance followed.
1. Agenda for February 14, 2017 Meeting: Snyder/Dooley moved and seconded to approve the agenda as presented. Motion carried on a 3-0 voice vote.
2. Citizen Participation, Communications, and Announcements:
Alan Connell stated he was concerned about the lack of a ditch and culverts on Hanover Road south of his property which allowed water to cross the road and created a safety issue.
3. Approval of Minutes of Meetings:
Snyder/Dooley moved and seconded to approve the minutes of the January 10, 2017 monthly meeting as presented. Motion carried on a 3-0 voice vote.
4. Town Treasurer’s Financial Statement:
Tippy Phillips, Treasurer, explained the treasurer’s report ending January 31, 2017 with a Total Balance of $98,651.16 for all accounts. Snyder/Dooley moved and seconded to approve the treasurer’s report as presented. Motion carried on a 3-0 voice vote.
5. Planning and Zoning Discussion and Possible Action
5.1. Report on January 31, 2017 Meeting: Planning & Zoning Chairperson Brad Inman stated Travis Schuh was building a small house on his property without any permits. The issue will be on the next Planning & Zoning agenda. The Committee recommended the Town Board approve the rezoning as requested by Archie and Delores Reese with the conditions the construction trailer was removed from the property and the conditional use permit allowing a residence for a caretaker be revoked.
5.2. Request for rezoning 4.11 acres in the NW¼ of SW ¼, of Section 12, Town of Plymouth, Rock County, Wisconsin from B-1 to A-3. Parcel # 6-15-113.2. Requested by Archie and Delores Reese. Snyder/Dooley moved and seconded to approve the request to rezone 4.11 acres in the NW¼ of SW ¼, of Section 12, Town of Plymouth, Rock County, Wisconsin from B-1 to A-3. Parcel # 6-15-113.2 as requested by Archie and Delores Reese with the conditions the commercial construction trailer was removed from the property, no business operated on property and the conditional use permit allowing a residence for a caretaker be revoked. Motion carried on a 3-0 voice vote.
6. Unfinished Business for Discussion and Possible Action
Ordinance 2017-01 (Draft 2016-02): An Ordinance Repealing Town of Plymouth Ordinance No. 1995 Which Designated a Portion of Plymouth Church Road as a Heavy Traffic Route: Connell/Dooley moved and seconded to approve Ordinance 2017-01: An Ordinance Repealing Town of Plymouth Ordinance No. 1995 Which Designated a Portion of Plymouth Church Road as a Heavy Traffic Route. Motion carried on a 2-1 voice vote (Aye: Connell and Dooley; Noes: Snyder)
7. New Business for Discussion and Possible Action
7.1. Plan of Action for Plymouth Church Road: Supervisor Dooley stated weight restriction signs would be removed and a regular Class B highway sign would be placed on Plymouth Church Road at Highway 213. Class B sign was also needed at start of Plymouth Church Road in Town of Rock. She said the lifting of the weight restriction would be communicated to the community on the Town website in addition to the posting of the ordinance. She recommended discussing the painting of lines on Plymouth Church Road later in the year after road projects were determined.
7.2. 2017 Road Projects: Rock County Department of Public Works developed a new project scheduling plan which allows them to focus their construction efforts on town work earlier in the season and county work later in the year. Supervisor Dooley will view town roads with John Traynor and Jack Beggs, Rock County Highway Department, this spring to determine what projects are needed.
7.3. Resolution 2017-01 Adopting the Updated Rock County All Hazards Mitigation Plan: Snyder/Dooley moved and seconded to approve Resolution 2017-01 Adopting The Updated Rock County All Hazards Mitigation Plan. Motion carried on a 3-0 voice vote.
8. Supervisors’ Report
8.1. Ordinance Enforcement: Supervisor Snyder stated he contacted Travis Schuh about the small house being built on his property without permits. Town Attorney Lindau sent a cease and desist letter to Mr. Schuh and the Town building inspector placed a cease and desist notice at the property.
8.2. Road Maintenance/Road Projects: Supervisor Kim Dooley stated an area on Johnson Road had washed out and was built back up. She stated County was also working on trimming low branches.
9. Clerk’s Report
February Primary Election: A Primary Election will be held on Tuesday, February 21, 2017 from 7 am – 8 pm to narrow down candidates for the Spring Election to be held on April 4, 2017. The only office on the ballot is State Superintendent of Public Instruction.
10. Chairperson’s Report
Chairperson Connell reported the men’s toilet was leaking and would be repaired before the election.
11. Approval and Payment of Bills
Snyder/Dooley moved and seconded to approve the payment of all bills presented which included Check #9876 through Check # 9890 for a total of $ 747131.72. Motion carried on a
3-0 voice vote.
