MINUTES OF REGULAR MONTHLY BOARD MEETING
Plymouth Town Board
Town of Plymouth, Rock County, Wisconsin
July 11, 2017

Board Members Present: Chairperson Sean Snyder and Supervisor Bill Redmer
Board Members Absent:  Supervisor Kim Dooley
Others Present:  Clerk Susan Douglas, Planning and Zoning Chairperson Brad Inman and 4 members of the public.  Notice of Meeting was properly posted. 

Meeting called to order by Chairperson Snyder at 7:00 p.m. at the Plymouth Town Hall.  The Pledge of Allegiance followed.

1. Agenda for July 11, 2017 Meeting:  Snyder/Redmer moved and seconded to approve the agenda as presented.  Motion carried on a 2-0 voice vote.

2. Citizen Participation, Communications, and Announcements:
Brad Inman asked about trees in Joe Weum’s yard being cut down by Rock County Highway Department.  Chairperson Snyder stated the tress were in the right-of- way and a safety issue.  Wes Bunts, Rock County Highway Department, introduced himself.  He has been assigned to do the road maintenance for Town of Plymouth.

3. Approval of Minutes of Meetings: 
Snyder/Redmer moved and seconded to approve the minutes of the June 13, 2017 monthly meeting as presented.  Motion carried on a 2-0 voice vote.

4. Town Treasurer’s Financial Statement:
Treasurer Tippy Phillips was not able to attend the meeting so Clerk Sue Douglas explained the treasurer’s report ending June 30, 2017 with a Total Balance of $104,181.85 for all accounts.  Snyder/Redmer moved and seconded to approve the treasurer’s report as presented.  Motion carried on a 2-0 voice vote. 

5. Planning and Zoning Discussion and Possible Action
5.1. Report on June 27, 2017 Meeting:  Planning & Zoning Chairperson Inman reported the Committee sent another letter to remind Travis Schuh that he had until July 25, 2017 to resolve his ordinance violation.  Chairperson Inman stated the Committee recommended approval of the rezoning and land division requested by Sylvia Schmitt Trust.
5.2. Request for separating approximately 15 acres in the NE&NW1/4 of SE1/4 of Section 34, Town of Plymouth, Rock County, Wisconsin and rezoning it from A-1 to A-2. The remaining acres will remain A-1.  Parcel # 6-15-333.  Requested by Sylvia Schmitt Trust:   Snyder/Redmer moved and seconded to approve the request by Sylvia Schmitt Trust for separating approximately 15 acres in the NE&NW1/4 of SE1/4 of Section 34, Town of Plymouth, Rock County, Wisconsin and rezoning it from A-1 to A-2.  Motion carried on a 2-0 voice vote. 


6. Unfinished Business for Discussion and Possible Action
6.1. Building Inspector Services
6.1.1. General Engineering Company:  Dan Huebner, representative from General Engineering Company located in Portage, WI, attended and explained the building inspection services the company provided to Town of Milton and Town of Fulton in Rock County.  He explained GEC’s proposal for providing inspection services for the Town of Plymouth.
6.1.2. SAFEbuilt Contract:  Clerk Sue Douglas shared an email from SAFEbuilt requesting that the Town of Plymouth finalize the SAFEbuilt contract by the end of July.  Due to Supervisor Dooley’s absence, Chairperson Snyder postponed a decision on the SAFEbuilt contract until the August meeting.
6.2. Town Building Inspection Fee Schedule:  Discussion and decision on Town of Plymouth Building Inspection Fee Schedule was postponed until the August meeting.
6.3. Replacing Town Hall Flooring:  Chairperson Snyder reported he had an estimate from McCann Flooring of $ 10,7734.00 for replacement of the Town Hall floor.  He stated he was meeting with Mike King on July 15th to obtain another estimate.
6.4. Appointment of Chairperson to Board of Appeals:  Redmer/Snyder moved and seconded to appoint Lori Inman, member of the Board of Appeals, as Chairperson of the Board of Appeals.  Motion carried on a 2-0 voice vote.

7. New Business for Discussion and Possible Action
None

8. Supervisors’ Report
8.1. Ordinance Enforcement: Supervisor Redmer stated Ordinance 1992-1 Prohibiting the Storage of Non-registered Vehicles or Abandoned Vehicles and Ordinance 1993-1 Health, Sanitation and Property Maintenance were outdated.  He asked that updating these two ordinances be an item on next month’s meeting agenda.  He stated he would be sending letters to residents who had ordinance violations.
8.2. Road Maintenance/Road Projects: Supervisor Kim Dooley was unable to attend the meeting.  Chairperson Snyder stated the ditch repairs on Hanover Rd by the Marshall property were completed. He reported that any culverts installed by the Rock County Highway Department had to be purchased through the Highway Department.

9. Clerk’s Report
Clerk Sue Douglas reported the new laptop had arrived and the Town Office desktop computer had been updated.

10. Chairperson’s Report 
Chairperson Snyder stated former Chairperson Connell had completed paperwork for culvert reimbursement for the culvert work on Schumann Road.  The culvert reimbursement would not be paid until 2018 as the County had no money left in that account for this year.  He reported on a meeting about the County H bridge replacement and stated the work on County H Bridge in Hanover would start on July 17th.


11. Approval and Payment of Bills
Snyder/Redmer moved and seconded to approve the payment of all bills presented which included Check #9969 through Check # 9997 for a total of $ 54,576.84.  Motion carried on a
2-0 voice vote.

12. Adjournment
Snyder/Redmer moved and seconded to adjourn.  Motion carried on 2-0 voice vote.
