MINUTES OF REGULAR MONTHLY BOARD MEETING
Plymouth Town Board
Town of Plymouth, Rock County, Wisconsin
March 14, 2017
Board Members Present: Supervisor Kim Dooley and Supervisor Sean Snyder
Board Members Absent: Chairperson Dean Connell
Others Present: Clerk Susan Douglas, Treasurer Tippy Phillips, Planning & Zoning Chairperson Brad Inman and 4 members of the public. Notice of Meeting was properly posted.
Meeting called to order by Supervisor Snyder at 7:00 p.m. at the Plymouth Town Hall. The Pledge of Allegiance followed.
1. Agenda for March 14, 2017 Meeting: Snyder/Dooley moved and seconded to approve the agenda as presented. Motion carried on a 2-0 voice vote.

3. Approval of Minutes of Meetings:
Snyder/Dooley moved and seconded to approve the minutes of the February 14, 2017 monthly meeting as presented. Motion carried on a 2-0 voice vote.
4. Town Treasurer’s Financial Statement:
Tippy Phillips, Treasurer, explained the treasurer’s report ending February 28, 2017 with a Total Balance of $143,953.50 for all accounts. She stated she gave an incorrect January 31, 2017 balance at last month’s Town Board Meeting. The actual balance was $751,741.56. Dooley/Snyder moved and seconded to approve the treasurer’s report as presented. Motion carried on a 2-0 voice vote.
5. Planning and Zoning Discussion and Possible Action
Report on February 28, 2017 Meeting: Planning & Zoning Chairperson Brad Inman stated Travis Schuh did not attend their meeting in regards to building a structure without obtaining any permits. He stated at the next meeting the committee would discuss a possible business on Roger and Peggy Nelson’s property on Plymouth Church Rd.

7.1. SAFEbuilt Building Inspection Contract: In 2016 SAFEbuilt bought out Independent Inspections which was the Town’s building inspection contractor. Safebuilt submitted its contract for the Town Board’s approval. Representatives from Safebuilt will be asked to attend the Town Board’s May meeting to discuss the proposed contract.
7.2. Town Hall Windows: The inside trim of the new Town Hall windows needs to be sealed. Supervisor Dooley volunteered to get the necessary supplies.
7.3. Ordinance Violation: David Olsen: Supervisor Snyder explained the Town had a judgement against Dave Olsen’s property due to a court order from an ordinance violation. The property is now being foreclosed upon and unless there was equity in the property, the Town would not receive payment for the judgement.
8. Supervisors’ Report
8.1. Ordinance Enforcement: Supervisor Snyder stated he had nothing in addition to what was already discussed.
8.2. Road Maintenance/Road Projects: Supervisor Kim Dooley stated she had nothing to report.
9. Clerk’s Report
9.1. April 4, 2017 Spring Election: Clerk Sue Douglas reminded everyone of the Spring Election to be held on April 4, 2017 from 7 a.m. to 8 p.m.
9.2. April 18, 2017 Town Annual Meeting: Annual meeting is held on the third Tuesday in April which is April 18th this year and is a meeting for all town residents.
9.3. Open Book and Board of Review: The assessor will hold open book at the Town Hall on Tuesday, April 25, 2017 from 2- 4 p.m. and the Board of Review is scheduled for Thursday, May 18, 2017 from 4-6 p.m.
10. Chairperson’s Report
Supervisor Snyder reported he attended the Fire District meeting and the Fire District Awards Dinner will be held on April 1, 2017 and the Town Board is invited to attend. He stated the Hwy 81 substation property was waiting on a driveway permit.
11. Approval and Payment of Bills
Snyder/Dooley moved and seconded to approve the payment of all bills presented which included Check #9891 through Check # 9912 for a total of $ 35,624.63. Motion carried on a
2-0 voice vote.
Snyder/Dooley moved and seconded to adjourn. Motion carried on 2-0 voice vote.
