MINUTES OF REGULAR MONTHLY BOARD MEETING
Plymouth Town Board
Town of Plymouth, Rock County, Wisconsin
May 9, 2017

Board Members Present: Chairperson Sean Snyder, Supervisor Bill Redmer and Supervisor Kim Dooley
Board Members Absent:  None
Others Present:  Clerk Susan Douglas, Treasurer Tippy Phillips, and 5 members of the public.  Notice of Meeting was properly posted. 

Meeting called to order by Chairperson Snyder at 7:05 p.m. at the Plymouth Town Hall.  The Pledge of Allegiance followed.

1. Agenda for May 9, 2017 Meeting:  Dooley/Redmer moved and seconded to approve the agenda as presented.  Motion carried on a 3-0 voice vote.

2. Citizen Participation, Communications, and Announcements:
Rock County Sheriff Deputy Aldrich attended and asked for any feedback.  Those in attendance had no concerns or comments.

3. Approval of Minutes of Meetings: 
Redmer/Dooley moved and seconded to approve the minutes of the April 11, 2017 monthly meeting as presented.  Motion carried on a 3-0 voice vote.

4. Town Treasurer’s Financial Statement:
Tippy Phillips, Treasurer, explained the treasurer’s report ending April 30, 2017 with a Total Balance of $131,502.03 for all accounts.  Dooley/Redmer moved and seconded to approve the treasurer’s report as presented.  Motion carried on a 3-0 voice vote. 

5. Planning and Zoning Discussion and Possible Action
Report on April 25, 2017 Meeting:  Planning & Zoning Secretary Ann Redmer stated Travis Schuh attended the meeting and discussed with Planning and Zoning Committee his options for his structure that was built without proper permits.  Mr. Schuh decided not to pay the Town approximately $3500 to bring the structure into compliance.  Planning & Zoning Committee voted unanimously to require Mr. Schuh to contact the building inspector to obtain a raze permit, to remove the structure from his property within 90 days and to reimburse the Town for its expenses in this matter.  Ann also reported Michael Harasti attended to ask about building storage units on his B1 property.  He will attend the June meeting to discuss his plans.
Clerk Sue Douglas stated Rock County Planning Department would meet with Town Officials to review the MOA and proper procedures.  It was decided to invite them to the May 30, 2017 Planning & Zoning meeting and Town Board members would also attend.


6. Unfinished Business for Discussion and Possible Action
6.1. Ordinance Violation:  Travis Schuh:  Snyder/Dooley moved and seconded to require Travis Schuh to obtain a raze permit, remove the illegal structure within 90 days from the April 25, 2017 Planning & Zoning Committee meeting and to reimburse the Town for its expenses.  If not completed within 90 days, further legal action will be taken.  Motion carried on a 3-0 voice vote.

7. New Business for Discussion and Possible Action
7.1. SAFEbuilt Contract for Building Inspections:  DA Mattox and Chris Butschke, Representatives from SAFEbuilt, attended and explained the proposed contract with SAFEbuilt for building inspections.   They shared information on permits issued with the Town of Plymouth and fees for their services.  Discussion was held on town fee schedule options.  Town Board members will review the information and discuss town options at next month’s meeting. 
7.2. Appointments to Planning & Zoning Committee:  Chairperson Snyder stated Lee Schroeder and Charlie Vogt’s terms on the Planning & Zoning Committee have expired. Snyder/Redmer moved and seconded to reappoint Lee Schroeder and Charlie Vogt to 3 year terms on the Planning & Zoning Committee.  Motion carried on a 3-0 voice vote.
7.3. Appointments to Board of Appeals:  Chairperson Snyder stated replacements were needed for Bill Redmer and Carl Miller on the Board of Appeals.  Snyder/Dooley moved and seconded to appoint Lori Inman and Bill Zimney to the Board of Appeals.  Motion carried on a 3-0 voice vote.
7.4. Resolution 2017- 02 To Appoint A Town Official As Ordinance Officer For The Town Of Plymouth:  Bill Redmer will be replacing Sean Snyder as Ordinance Officer for the Town of Plymouth.  Snyder/Dooley moved and seconded to approve Resolution 2017-02 To Appoint A Town Official As Ordinance Officer For The Town Of Plymouth.  Motion carried on a 2-0 voice vote. (Redmer abstained)
7.5. 2017 Town Road Work:  Supervisor Dooley reported on an update of road work suggestions.  Snyder/ Dooley moved and seconded to approve the removal and replacement of the culvert on Orfordville-Hanover Road for an estimated cost of $23,400.  Motion carried on a 3-0 voice vote.
Snyder/Dooley moved and seconded to approve the ditching and culverts along Hanover Road at an estimated cost of $4,875.00.  Motion carried on a 3-0 voice vote.
Snyder/Dooley moved and seconded to approve the removal of 2 trees at Kettle and Plymouth Church Roads and the removal of 1 tree at Hickory Hills at an estimated cost of $2,500.  Motion carried on a 3-0 voice vote.
Snyder/Dooley moved and seconded to complete the Schuman Road culvert project with grater patch and hydro seed for an estimated cost of $2,100.   Motion carried on a 3-0 voice vote.
7.6. Replacement for Clerk’s Laptop:  Clerk Sue Douglas reported the laptop purchased 9 years ago was having problems and needed to be replaced.  Snyder/Dooley moved and seconded to approve $1,000 for laptop and office software.  Motion carried on a 3-0 voice vote.

8. Supervisors’ Report
8.1. Ordinance Enforcement: Supervisor Redmer reported he attended Wisconsin Town Association Officer’s Training last week and found it very informative.  He stated he will meet with Chairperson Snyder to be updated on Town ordinance enforcement.
8.2. Road Maintenance/Road Projects: Supervisor Kim Dooley stated she also attended Wisconsin Town Association Officer’s training and found it worthwhile.  She stated she will meet with John Traynor to discuss road projects, culvert cost sharing and timeliness of Rock County Public Works billing. 

9. Clerk’s Report
9.1. May 18, 2017 Board of Review is scheduled for Thursday, May 18, 2017 from 4-6 p.m.  Taxpayer must give oral or written notice to the Town Clerk at least 48 hours before the first meeting of Board of Review of intent to file objection of the assessment.  Taxpayer must also complete the Objection to Property Assessment form and submit it to the Town Clerk.  Forms are available from the Town Clerk and Wisconsin Department of Revenue's website. The taxpayer has the burden of overcoming presumption of correctness granted by law to the Assessor's valuation.
9.2. May 20, 2017 E-Waste Collection is scheduled at the Footville Fire Department on Saturday, May 20, 2017 from 8am – noon.

10. Chairperson’s Report 
Chairperson Snyder reported Orfordville Fire District’s new brush fire truck had arrived. 

11. Approval and Payment of Bills
Redmer/Snyder moved and seconded to approve the payment of all bills presented which included Check #9945 through Check # 9956 for a total of $21,392.94.  Motion carried on a
3-0 voice vote.

12. Adjournment
Dooley/Redmer moved and seconded to adjourn.  Motion carried on 3-0 voice vote.
